Eugene has over a decade experience in the economics and planning consulting and is experienced in data analysis and transport and economic modelling, with specialised skills in geographic information systems (GIS), big data analysis, and is a registered Statistics IDI researcher.

He has advised policymakers on key economic issues, including taxation, housing demand, and financial system stability. Leonard’s expertise extends to sovereign wealth funds, pension fund management, and fiscal discipline. Leonard is actively involved in international policy discussions, serving as a council member on the Peaceful Unification Advisory Council and engaging with key think tanks across the Asia-Pacific region.
