This report uses CGE modelling to estimate GDP, employment and distributional impacts of the Emissions Reduction Plan 2 (ERP2), which delineates Aotearoa New Zealand's strategy to attain its emissions reduction objectives for the 2026-2030 period, alongside setting a path towards achieving long-term emissions reduction objectives.

Dr Eilya Torshizian
Chief Executive Officer
Eilya is the CEO of Principal Economics with extensive executive and consultancy experience. Eilya is experienced in managing large teams of applied researchers and has led a wide range of high-profile infrastructure projects.
Before founding Principal Economics, Eilya held senior roles spanning applied economics, public policy, and academia. He was Principal Economist and Head of the Quantitative Analysis Team at the Institute of Economic Research, leading empirical work across complex policy and investment questions. Earlier, he worked within a major metropolitan government chief economist function, supporting evidence-based decision-making during a period of significant housing and infrastructure pressure. He has also taught economics at university level. Eilya’s earlier executive experience includes leading a consumer products manufacturing business and serving as a partner in a diversified holding company with interests in urban development, construction, information technology, and economic advisory services. This combination of policy, research, teaching, and commercial leadership informs his practical, outcomes-focused approach to economic advice across jurisdictions.
